Why are flights not included?

Flights are often identical for both hotel choices. If one option is a flight-and-hotel package, add the flight-price difference to that option’s extras.

What if the result is almost equal?

Treat a narrow gap as a tie. Compare cancellation terms, food quality, location and how much time you expect to spend away from the resort.
